Statutory First and Second Appeals before appellate authorities when government services are rejected without valid reasons, delayed beyond the notified deadline, or subjected to undue harassment.

Section 8(1)

First Appeal (प्रथम अपील)

कलम ८(१) नुसार प्रथम अपिलीय प्राधिकाऱ्याकडे दाद

File a statutory first appeal before the Tahsildar / Sub-Divisional Officer (SDO) if your application is rejected or delayed past the legal deadline.

  • To be filed within 30 days of rejection or delay
  • Mandatory hearing & disposal within 30 days

Second Appeal (द्वितीय अपील)

कलम ८(२) नुसार जिल्हाधिकाऱ्यांकडे द्वितीय अपील

If aggrieved by the First Appellate order or if no decision was taken within 30 days, escalate to the Additional Collector or District Collector.

Penalty & Relief

Citizen Delay Compensation (दंड व भरपाई)

दोषी अधिकाऱ्यावर ₹५०० ते ₹५,००० दंड

The Maharashtra RTS Commission empowers appellate authorities to penalize delinquent officers who delay services without valid justification.

  • ₹500 per day penalty up to maximum ₹5,000
  • Penalty deducted directly from officer's salary
  • Compensation paid to the citizen for harassment

How to File an RTS Appeal at Kendra Counter

Step 1

Verify Application Reference

Retrieve your original 15-character Application Number (e.g. REV/2026/...) and verify that the notified delivery days (e.g. 15 or 21 days) have lapsed.

Step 2

Draft Form-1 / Form-2 Appeal

Step 3

Hearings & Quorum Tracking

Zero Appeal Court Fees: Under the Maharashtra Right to Public Services Act 2015, filing a First Appeal or Second Appeal requires ZERO court stamp fees. No government fee challan is payable for seeking your statutory right to service.
